Appropriations Bill Allots $2.21B for the IRS
Making Appropriations for Financial Services and General Government for the Fiscal Year Ending September 30, 2009

Rep. Jose E. Serrano, D-New York, has introduced a bill that would appropriate funds for the Internal revenue Service (“IRS”) and the Treasury Department, including $ 2.21 billion for taxpayer services, $ 5.1 billion for enforcement, $ 222.66 million for business systems modernization, and $ 3.8 billion for operations support.
The $2.21 billion allocated for the IRS is specifically for necessary expenses of the agency to provide taxpayer services, including pre-filing assistance and education, filing and account services, taxpayer advocacy services, and other services as authorized by 5 U.S.C. 3109, at such rates as may be determined by the Commissioner.
Out of this amount, not less than $5,100,000 shall be for the Tax Counseling for the Elderly Program, not less than $9,500,000 shall be available for low-income taxpayer clinic grants, and not less than $192,000,000 shall be available for operating expenses of the Taxpayer Advocate Service.
Rep. Serrano introduced the bill on the House floor on December 10, 2008. On the same day, the House Committee on Appropriations reported an original measure, H. Rept. 110-920, and placed it on the Union Calendar, Calendar No. 594.
