The U.S. House of Representatives Committee on Oversight and Government Reform has decided to favorably report, by a vote of 23-12, the Domestic Partnership Benefits and Obligations Act of 2009 (“DBPO”), a legislation that would provide the same family benefits to lesbian and gay federal civilian employees as are already provided to employees with different-sex spouses.
The legislation defines “domestic partner” to mean an adult unmarried person living with another adult unmarried person of the same sex in a committed, intimate relationship. It also defines “benefits” to include federal health insurance and enhanced dental and vision benefits, retirement and disability benefits,…
