Transgender-Inclusive Legislation Filed by Freshman Senator Is the First in Senate History
Employment Non-Discrimination Act of 2009

Democratic Senator Jeff Merkley of Oregon has introduced a bill to protect gays and lesbians from workplace discrimination. The filing of this bill marks the first time that a transgender-inclusive legislation is introduced in the Upper House of Congress, and continues a cause long championed by the late Sen. Ted Kennedy, D-Mass.
The Employment Non-Discrimination Act of 2009 (“ENDA”) would address discrimination in the workplace by making it illegal to fire, refuse to hire or refuse to promote an employee based on the person’s sexual orientation or gender identity.
